Contexte

The IECD (Institut Européen de Coopération et de Développement), an international solidarity organization founded in 1988, focuses on socio-economic development through training, professional integration, support for small businesses, and improving access to education and health for vulnerable populations. Active in Liberia since 2020, IECD’s STRIVE project addresses employment challenges via two components: rural development for agricultural producers and vocational training in Monrovia, Buchanan, Kakata, and Tumutu. Aligning with Liberia’s TVET National Strategy, IECD supports 8 training centers (3 private, 5 public) across fields like Electricity, Agriculture, and Masonry and collaborates with authorities to establish a vocational trainer program at UNIDO’s Kakata center. Key activities include market research, updating training programs, equipping schools, trainer support, fostering youth entrepreneurship, developing personal growth initiatives, enhancing ministry capacities, and implementing gender strategies in training programs.

Objectives

The objective of the consultancy is to develop three sustainable masonry training referential for the Seed of Hope project in “Green” masonry, to include environmentally friendly, energy-efficient, and resilient practices.

Deliverables

PEDAGO & CO was required to produce and deliver three deliverables (reports) for IECD using IECD’s standards. Reference guides was provided by IECD to support the consultants in following the standards. Hence, IECD made available to the consultants the Work Situation Analysis Report (WSA) and templates of the deliverables in the training engineering methodology.

Collaboration with IECD Liberia

  1. Kick-off Meeting: Introduction of team members; Review project objectives, deliverables, and timelines; Discuss the WSAR and its implications.
  2. Dedicated Team: We assembled a team of three experts specifically dedicated to supporting IECD in the successful implementation of the project. Each member played a distinct and vital role:
  • Consultant 1: Specialist in Job Competency Framework and Certification Framework
  • Consultant 2: Specialist in Training Framework
  • PEDAGO & CO Director of Instructional Design: Responsible for coordination, oversight, and quality assurance

This tailored team ensured the project was executed with expertise and high standards of quality.

  1. Tool Setup: Create Slack channel for instant communication; Set up Notion for project management ; Schedule regular Zoom meetings; Organize Google Drive for document storage and collaboration.
  2. Weekly Meetings: Those working sessions were dedicated to receiving feedback from the IECD team on the draft we had submitted. They also provided an opportunity for a face-to-face interaction, as the mission was conducted remotely.
  3. Debrief meeting: We took a moment to share a few closing thoughts on the project and gather feedback on our collaboration.

Outcomes

We submitted the masonry curriculum referentials in full alignment with IECD’s expectations. The digital environment we established for the project fosters a seamless and collaborative workflow.

Conclusion

The IECD team in Liberia, as well as the headquarters in France, expressed their great satisfaction with the quality of our work. They particularly appreciated the communication, which was smooth, targeted, effective, and consistent. The digital environment set up for project monitoring was also highly valued. Our dedicated project team—our very own instructional design « avengers »—also appreciated the kindness and collaboration shown by both the Liberian and French teams.
